Freezing of topics
Issue description
It should be possible to freeze topics, so that certain user groups cannot make statements about the topic anymore.

By accessing _more_ on the right menu of a topic page, the command _freeze_ becomes available. After freezing a topic, it is possible to unfreeze it. This functionality can be blocked on access for user groups by using access rules. It can also be completely hidden by using user group specific CSS. When a topic is frozen, it is not possible to edit or delete it. It will not show up in select boxes anymore, since it cannot be associated with. On the HTTP interface level %POST%, %PUT% and %DELETE% requests will return 400. On the programming interface altering method calls starting with %add%, %set% or %delete% will fail *silently*, but an error will be logged.
